Students top up flight hours from their own portal. The invoice is issued on its own, and the hours appear as soon as it is paid. Paid by bank transfer? Upload the receipt and the portal sends it to the school's office.

Held when booked, used when flown. Booking a flight holds the hours. Flying it uses them; cancelling gives them back. A student without enough credit can't be booked or released. Try it.
Each payment funds the package.
Invoices come from training packages and top-ups. Each payment is applied to the package automatically, so everyone can see what has been paid for. Move the slider to pay more of the package.
Nobody finds out at the dispatch desk.
The student hears when the balance drops below 10 hours and again below 5, and a top-up invoice is raised on its own. If they still arrive without cover, the booking is refused and the release check is red.
